The Department of Reproductive Control (DRC) is not a real U.S. Government Agency, but all of the policies described in this 1-minute video are. It, along with the accompanying DRC site, are part of a new satirical campaign that aims to show what could actually happen if the U.S. Department of Health and Human Services, under the Trump Administration, is able to make its proposed changes to Title X, “the only federal grant that is solely dedicated to the provision of family-planning funding, with a focus on serving low-income populations.”

According to Planned Parenthood, Title X was established in 1970, and “provides affordable birth control and reproductive health care to people with low incomes, who couldn’t otherwise afford health care services on their own.” Over four million people rely on federal Title X funding annually. “The basic primary and preventive health care services provided by Title X include: wellness exams, lifesaving cervical and breast cancer screenings, birth control, contraception education, testing and treatment for sexually transmitted diseases (STDs) and HIV testing.”

The satirical Department of Reproductive Control video and site were launched by the nonprofit organization, Americans for Affordable Birth Control, “to call attention to the Trump administration’s proposed changes to Title X, the country’s only family planning program, as well as other attacks on birth control and abortion,” as reported by Tonic, a division of Vice Media.

“At the Department of Reproductive Control, we’re making these choices so you don’t have to. Trust us.”

The star of the video is the fictional agency’s spokesman, who congenially walks viewers through the DRC’s vision, which boils down to a reproductive health care system supported by policies “that put morality and religion back at the heart of American health care”… or the stuff of our nightmares. The Department of Reproductive Control site echoes his mythical (for now) ad pitch, which reflects the actual changes being proposed to Title X, by noting…

“We are putting this program back on more solid moral footing by changing the requirements for health care providers to receive Title X funds:

  • They can no longer mention the word ‘abortion’ — no matter what their patients think they want.
  • They must replace referrals for abortion with counseling on parenting and adoption.
  • Those clinics that fail to comply will be defunded — and likely closed.”

It’s satire done well and used for the sake of inspiring Americans to be aware of what is truly at stake. The call-to-action portion of the DRC site, which breaks its satirical voice, spells out the threat…

“By dismantling the nation’s only federal program for affordable reproductive health care, known as Title X, the Trump administration will:

  • Drastically reduce birth control, STD testing, breast cancer screenings, and other basic health care services across the country.
  • Prevent health providers from even counseling their patients on safe, legal abortion.
  • Devastate the physical and financial health of too many families already working hard to get by.”
